It is a term for the moslem principle of lying or dissimulation to advance or protect the faith. It means that you can never trust anything a moslem says because you can never know when they are invoking taqiyyah to deceive you. Taqiyyah is to the truth what affirmative action is to competence.

What does that stand for?

Taqiya is the religious dispensation to lie to one's opponents / enemies. While originally used when the proponents of Islam existed amongst enemies, especially the Shia in Sunni domination, it has, for some, morphed to the point where a believing individual can do such otherwise fatal things as deny their faith or commit blasphemous acts.
