"When seconds count, the police are minutes away." ~~~~~~
You are being far too generous and optimistic re LEO reaction time.

From The Patch -- the Pulse timeline:
- Around 2 a.m. - Mateen calls 911. Pledges allegiance to ISIS and mentions the Boston Marathon bombing.
- 2:02 a.m. - Mateen enters nightclub and is confronted by security guard. Gun battle ensues.
- 2:04 Police receive call of shots fired
- 2:05 a.m. - Pulse posts to their Facebook page: "Everyone get out of pulse and keep running."
- Around 4 a.m. - Orland Police tweet that there was a shooting with multiple injuries and that they will be tweeting official updates
- 5 a.m. - Police detonate two explosives ["flash-bangs"] in an attempt to distract the gunman. Nine officers enter the club and gunfire is exchanged. One officer, who was wearing kevlar helmet, is hit in the head but is okay.
- 5:50 a.m. Orlando Police tweet that the shooter is dead.
