This kind of thing isn’t new and didn’t begin with Bush. Even Reagan kept most of Carter’s people. Giant shell game 3 card Monte or business as usual. If Trump actually becomes President he should announce before hand - now that first week many positions will cease to exist. Day one every czar( substitute congress) is sent packing - no authority to exist. Trump needs to cull and get rid of people and departments and even Reagan didn’t do that - the size of the Federal government doubled during Reagan’s tenure.
