I was in Moscow, at the U.S. Embassy in October of 1993, when by pressure from Bill Clinton, the INS was ordered to seriously realign quota’s to significantly reduce or limit visa’s from around the world, in an effort to significantly increase the volume of visa’s from the Middle East and several countries bordering the Middle East. Even known terror supporting nations were on the list.
Within weeks, there was federal funding advertised and made available to individuals from the same middle eastern region, for pretty much all possible living expenses and education. There were even briefings/classes conducted by our INS to individuals of middle eastern origin on how to sign up for the programs.
Even travel was an option for many.
It was crazy!
Of course, the bulletin went to every U.S. Embassy and Consulate around the world.
Even the more educated and “western friendly” individuals who had been in line were moved out of line in many instances, to make way for the higher volume of individuals which would come from the Middle East.
I also remember the “chatter” from officers at various levels within the embassy speaking of how this was going to result in the U.S. experiencing dangerous terror attacks, and serve to increase government control of our society at the expense of our freedom’s.
This was a significant pivot point in INS visa orientation.
At the time, almost no one thought it wise, and questioned the motivation for such policy.

There is another historical scenario which really impacted GWB early on.

For well over his first year in the White House, GWB was unable to get various federal agency heads (including the CIA), and court picks into place, because Democrats in congress were angry he actually became president.
Attempting to get his nominations and picks through Congress was one big bloody circus.
GWB was actually forced to rely on Bill Clintons agency heads and jurist.
When the Chinese physically bumped and forced down a U.S. Navy PC-3, Bush was yet relying on Bill Clintons loyal agency decision makers!
Incidently, (or maybe not so incidently, one of the planes used on 9-11 was carrying the wife of the top lawyer who represented GWB at the Supreme Court, when his election was challenged!
