I fail to see how "scolding" will result in justice, but I'm not a lawyer. There is no jury, just a judge. When the person doing the scolding has absolute power over the outcome, that has to make the persecuted cop feel good.

If you were a lawyer, you would know that the function of courts is emphatically NOT about justice. Of course the courts claim to be about that, it's a marketing gimmick.
