Maybe he does. What does he pardon her for? Unless she unrolls the Clinton Crime Family Foundation, she will commit new felonies regularly just by continuing business. If she hands it off, fine. Chelsea can be the one indicted. Or Bill. Or Huma. As she loses weapons and influence, she can be run out. Think of all the crap pulled on Sarah Palin, who ran a clean operation, and certainly was NOT afraid of her government related e-mail. Apply the same approach to someone who is actually GUILTY. She'll lawyer up, and will be tangled up in knots, and might well absorb lots of bad guy energy dealing with it. At the same time, the stuff she was pardoned for can be brought up, and everyone who WASN'T pardoned can go and serve time, like with Nixon, though the crimes are many times more severe.
