PLAIN AND SIMPLE, ONE DOES NOT HAVE TO PROVE OR SHOW IT HAS BEEN COMPROMISED, THE MERE FACT THE INFORMATION WAS NOT SAFEGUARDED PROPERLY COMPROMISES THE CLASSIFIED INFORMATION.
