The law books are open and available for any to peruse, and for prosecutors to apply in open court.

ignorance of the law is no excuseis completely valid and if taken to its logical conclusion then secret laws are the best, for this would allow the ruling powers to prosecute ignorant lawbreakers at will and allow for them to be modified (enacted, amended, etc) in secret.
I seem to vaguely recall that a European nobility did this (writing laws in another language that the commoners couldn't read them) -- I think it might have been the Normans using French as the law-language on the English, but I'm not 100% sure.
