Hawaii has been corrupt from its very beginnings as a state.
In the beginning anyone could get a Hawaii birth certificate, whether they were born there or not. That was so they could boost their numbers and get more federal money. They didn’t care about the problems this could pose down the road as long as they got the fed gov’t goodies.
