They see their freebies going down the drain. I remember helping my Mom at the food bank many years ago and we gave away government-supplied cheese, a can of dried beans, canned veggies, dried milk. My wife worked at a church that served food to the homeless.
Many times she watched as she was finishing serving what was on the line, the hungry homeless would get his food (or his entire family), then that “hungry” homeless guy (or his entire family) would see the fresh entree coming up was different than what they were served and was what they preferred so they would take the just served food, go down the line and then dump the food into the trash and then re-enter the line just so they can get the main entree they wanted.
