Right. A staff member will put themselves out there and call a student on their possible “improper purpose” for claiming to be transgender. It would be career suicide.

I agree. Though I think this rule is to keep the normal kids from abusing the system. I.e. the clearly hetero jock who chases his gf into the women’s locker room to make her and her friends scream. This is their recourse against him then saying “I feel like a girl today.”
This little snippet allows them to determine who is allowed to be a pervert, based on the individual’s motivation.
Normal hetero guy acting out = PUNISH
Mentally disturbed child in need of psychiatric help = CONDONE and REINFORCE
