I would disagree with the notion that Arthur was an improvement over Garfield. Garfield was shot three months into his term so it is hard to judge how good a President he would have been, but he was very well-qualified. I saw a program on C-SPAN a while ago in which someone argued he might have been rated as one of the best Presidents if he had not been killed.
Arthur was possibly born in Canada. But his father wasn't accused of involvement in any assassination plots.
I think the historical consensus is that Arthur did everything Garfield was supposed to do.
