Obama’s using the threat of withholding federal funds to the states if they don’t comply (extortion). This can be undone by future administrations, but needs to be permanently undone by changing the laws so that the states fund and control their own school systems. A Republican president and congress should be able to do this by stripping it out of the federal budget and cutting taxes and bureaucracies. It’s sheer stupidity to have the feds collecting taxes and then doling it back to the states with tyrannical strings attached.
