Testing of the new RS-28 Sarmat, a futuristic Russian liquid-fueled, multiple independently targetable reentry vehicle (MIRV), super-heavy thermonuclear armed intercontinental ballistic missile has been suspended until at least the second half of 2016, TASS reported.

If you read this article http://ruskarec.ru/news/2016/05/18/eksperti-sarmat-nocna-mora-amerike_593967 (In Russian) you get the impression that the Russian elite have an inferiority complex. They believe that the US objective is to prevent Russia to become a world power, and in order to counter this they have to threat with the destruction of Washington-Boston, Chicago-Pittsburgh and California. The Russians are spending so much of their money on weapons that they have nothing left for their population.
