a trooper responding to a call . . . struck a van at a Decatur intersection, killing a 26-year-old woman. The trooper had activated his flashing lights and siren.

But apparently was not exercising due regard for the safety of others. I can imagine.

NO matter, officer killed is the worst wrong possible, I guess. Anything else may be tolerated to respond to it, even if it has already happened and the danger has passed.

Late 70’s, chasing a robbery suspect, approaching an intersection with my lights and siren running, flashing yellow traffic light for us, flashing red for cross traffic. Criminal zips through the flashing yellow and as I approach the flashing yellow, a car approaching the flashing red light initially slowed down then hit the gas and pulled right out in front of me. Collision.

I was hurt, the putz that pulled out in front of me was uninjured (drunk).

Did I demonstrate due regard?

Point being, the guy that was running should be held liable for all injuries and property damage that results from running.
