It’s entirely possible that’s what he intends, but that’s not what he said, and it would have been a VERY simple thing to say, so I wonder why he did not say it.
But he did say that.
His position statement on taxes on his website has rate reductions for all income brackets. He also mentions eliminating some loopholes. In his interviews he mentions that some wealthy people may wind up paying more than they do now.
It’s clear he’s talking about the loopholes when he says that, since that is the only way effective tax percentages can rise if the rates are lower.
