Subsidize homeschool, charge for public school. When public enrollment decreases, issue teachers the same tests required of elementary school students to pass into high school in 1890 and keep the top 50%. After deportations we may need a few lettuce pickers here and there.

Put the burden of getting good and passing grades back on the students instead of their teachers. Enforce the grading system. Do not pass students just for attending a few hours of "summer school" each year or because they show promise in football or basketball.
Fail the students who WILL NOT TRY and send them to work at menial jobs or to starve if they WILL NOT TRY and then let their parents provide the food for them.
Stop the enforced baby-sitting due to Administrators over-ruling the teachers who actually want to teach and know how to teach by order them to pass unqualified students to the next grade each year, if they go even a little bit to "summer school".
But I'm against subsidized homeschooling because that would increase abuse by insincere parents and cause a myriad of problems resulting in diminishing the movement's great qualities. Homeschooling is a calling and God provides for those parents who are committed to the difficult but rewarding task.
