Yes, but fences are prohibitive in some areas.
A good part of west Texas is a national park with mountains. Not easy to cross or get through, but some form of electronic monitoring will work where fences just cannot be built.

Ten kilowatt lasers are common military hardware at this point-—working up to combining these into multi-hundred kilowatt units. Given a high vantage point in the dry clear atmospheric conditions of the southwest, they are effective for tens of miles against harder targets.
