Right now, I have NH, Massachusetts Class A, Virginia and Florida CCW. Residents of at least 40 states have CCW requirements less stringent than a "national standard" would look like.
In order to get a permit under Congressional mandate that would be honored in NY and CA, the residents of those 40 states would be substantially inconvenienced...
I disagree. A national "shall issue" permit would be just fine. The problem is that a few states have "may issue", or "no issue" laws and policies. This is the real "inconvenience", and it is far more than an inconvenience. It is an infringement on an enumerated right.
And, there is nothing preventing a state from issuing its own permits, which could be significantly more lenient than the national one. By your own admission, you have permits from 4 jurisdictions. Reducing this to just a state and a national permit would be more convenient for you.
Exactly what inconvenience would a national permit have? A waiting period? I have already waited decades, 90 days would be a miracle to most of us. Training? There are already court decisions on that -- if you require training you must allow ranges.
Go ahead, bring on a national permit. it would be a great improvement.
