Sorry, unless she herself was physically disabled or in need of medical attention, the Tow Truck driver did nothing wrong.
As it says in the article:
“She is legally disabled and says the handicapped placard was hanging on her mirror when Shupe arrived. She also says the family mechanic had informed Shupe that she was disabled.”
It was wrong not to help. It was not illegal but that does not make it right.
