No, his plan is to deny trump the 1237+ that Trump needs for a first ballot win. Even if Trump wins 1237 delegates, Cruz and the GOPE may think that they can get away with some procedural scam to deny Trump the nomination.

Trump needs sufficiently more than 1237, that they won't try last-minute convention games. Trump needs to go for 1400+

Trump just won 6 states that represent 25% of the total US population by grabbing roughly 60% of the vote in them in a 3 way race. Trump is not going to be denied the nomination under any scenario based in reality,and certainly will not be denied the nomination for someone who’s only win east of the Mississippi was ME and is coming in last place in a three way race as often as not in the home stretch.

Yes there will be some who would love to deny Trump the nomination no matter what, but they will be the minority, the majority see the writing on the wall. Deny Trump and the party is destroyed, the electorate will abandon them for at least a decade or two.

We aren’t talking about a convention where the delegate difference is a 100 votes or less. Cruz got blown out, there is no scenario based in reality where Trump is not the nominee.
