He doesn't have to pardon her if he doesn't prosecute her. Having the Justice Department simply say "nothing here" seems to be the most likely approach he'll take.

the point is that when Trump gets to the WH, he has said he will pursue an indictment against the hag. If obozo pardons her, any future indictments against her will never materialize because she will be immunized from prosecution.
