The "olive branch" gives the establishment and "never" dead-enders the opportunities to exclaim that Trump has "evolved" or "changed his tone" or something like that.
Trump has generously given them the opportunity to come in off the ledge.
Many will take that opportunity, because it is in their self-interest.
