Illegal marijuana will exist even if it were legalized just as illegal moonshine does even with regulated alcohol sales, illegal cigarette sales despite widespread availability in most retail stores, or illegal gambling despite legal casinos, lotteries, and parimutuel betting. If there is a profit to be made by undercutting a state monopoly or highly taxed and regulated products, the underworld will provide it.
