He probably doesn’t mean that, in the sense of believing it. Most Muslim in Iran are actually closet atheists, because they are Persian first and hate that their traditional religions cannot be practiced, but they cant say anything else than what your friend told you.

I know US Iranians. They are most proud and exclusively call themselves Persians.
