You are going to be Cloward-Pivened by that premise.

Actually there is. That issue is God. And God never assigned states to be moral police on the order of churches.

And it appears the states goal is to attempt to subvert or give the appearance thereof the normal means by which negative social behavior is disciplined, which is through its natural consequences.

See how the state attempts to mitigate the physical, economic and spiritual consequences of degenerate behavior by promising bountiful medical, handout and mental health benefits. Their wins for the most part are on the economic front, but on that front, unproductive people need diversions, and the diversions have a myriad of physical and mental consequences they need to follow up on.

Losing control of the state [Republic] to those that “don’t have skin in the game “ rapidly allows it to fill the shoes of evil. Paul said that “…3For rulers are not a cause of fear for good behavior, but for evil. Do you want to have no fear of authority? Do what is good and you will have praise from the same; 4for it is a minister of God to you for good. But if you do what is evil, be afraid; for it does not bear the sword for nothing; for it is a minister of God, an avenger who brings wrath on the one who practices evil. 5Therefore it is necessary to be in subjection, not only because of wrath, but also for conscience’ sake.…”Romans 13-3-5

The governments are assigned to be moral police, especially against those who won’t listen to the gentler moral teachings of the church!
