Common sense say too many blacks and latinos in jail, they have some serious problems in their cultural communities.

And are rightly locked-up to protect society.
That's WHY we lock people away to protect society. This is much more merciful than in ancient times, when they simply terminated the persistently dangerous.

There is a disproportionate number of people in jail who do not follow the law. I guess we should let them out too.

Yes. Also the trial systems from back then were much more efficient and sentences carried out without much delay.
I wouldnt say every trial, but certainly for clear cut cases where the evidence is overwhelming and/or the criminal admits guilt, go for top speed.
Ignoring it except when crowing about how one is so much better than it...
Build bigger prisons and a chop chop square and a hangin tree, that will stop criminals and thin the herd.
And with crimes created for little more reason than “we feel it’s wrong.”

Sixteen percent jump in property crimes, 11% jump in violent crimes in my small community, 2015 vs. 2014.
