Makes sense if the fairground , casino and track are outside of town. But didn’t it they were within boundaries. It’s about the same as my small town (before expanded with industrial park. And two postal communities merged ) The county land adjoining has all fairground etc. Every thing is built outside of boundaries for tax purposes
