These delegates are first elected by their counties, then their Congressional Districts and lastly by their State Convention, that's why!

Each vote winnows down the list, so the same person, or couple as the case may be, can be listed in all three ballots, assuming they win in their county, then on to their Cong. District and lastly, they got the votes when the whole state voted!

Also, I couldn't find anything in the article other than that this couple had their names on two different sheets of a spreadsheet.

Did you see anything that showed the voting preference(s) for these two?

Or are we supposed to assume they're Cruz supporters?
