The "they" were not Russians but communists - many non-ethnic Russians. But what does that have to do with alliances? Do you know what an alliance means?

No such promise was given, it was a memorandum between the USA and Russia which was voided when the west backed a coup in Ukraine. Also, the Ukraine and Russia were not in alliance. Again, you seem to have a problem with knowing what alliance is or means.
