The will of the voters is on the first ballot. After that, all else is up for grabs. If no delegate were able to be convinced to change there vote, the convention would never get a majority nominee.

Total BS. The will of the voters is to have delegates selected who are loyal to the candidate who won the delegates in their state primaries.

In some states, voters actually vote for delegates pledged to a candidate, as it should be.
