Rules are rules, no problem, never change em'. Carve em' in stone, worship them, bow down to those who know how to manipulate them. IOW, be a good Republican because changing the rules is always bad.
So, all the rules the EPA makes are the rules. All the IRS rules are the rules. All the BLM rules are the rules. All the school lunch rules are the rules. I get your point, never change a rule.
So, did you deliberately miss the point or do your cell phone habituated thumbs just start hitting the keyboard with canned responses as soon as something bounces off your cerebral cortex and stops there rather than going to your brain?
