Illinois is so finished as a state. Seriously, states should be forced to become territories and then made to get their books in order before they can reapply to join the union.

I agree, we call that reversion. Reversion to territorial status. Once it has reverted to a territory, it can then:
- Reform itself as a state or multiple states.
- Petition to become part of another state.
- Remain as a territory.
