ANYONE can put up a resolution. If it was actually acted upon it would be Moved Seconded and Passed by whatever body and there would be a record if there are minutes. I believe it probably would have been ruled out of order as it violates a bunch of other rules.
Since the article does not include where it was moved on, and what the results are...
I could put up a resolution that Trump is supported by the big dipper, and deserves twice as many delegates as those stars are more important. I would hope it would be ruled out of order as the above should have been.

It was put out there since I think early March as an American Thinker editorial that I found the other night after seeing part of it in a video and wondering if it was for real.
Wow this seems to be turning into a full-blown scandal for the GOPes. I think this hurts Cruz because it’s showing his sleaziness and the sleaziness of the GOPes.
