The analogy is poor. In Europe they were rebuilding an infrastructure destroyed by war for somewhat civilized people who had gone insane over a mad political ideology during an economic depression. But in 1946 the war had ended. The defeated nation(s) knew they were defeated and did not want to fight anymore.
