Problem is that “May” is defined by an option, voice vote or show of hands.

But it is not restricted to those options.

As I first thought, but I looked up the legal definition of May and there is a caveat of context, I think the rule defines the options of 'May'. But from reading the rule, it only applies to the Election of The Permanent Chair.
