My opinion is that the politicians forced the lending institutions into issuing mortgages to less then credit worthy individuals. The mortgage companies package and sell their mortgages in order to have capital to start the cycle over. The problem the politicians created a mortgage which a normal investor would not want to buy since it was sub-par. So a plan was developed to move these sub-par mortgages. The only problem is that the sub-par mortgages were backed with the full faith and credit of the US Government.
So the tax payer just keeps on paying for the politicians' effort to buy votes!

Listen to the Bush speech above where he is demanding home loans for totally unqualified minorities. This Bush speech was just a couple years prior to the housing collapse.
