No, it was a party decision. The democrats had a caucus. The GOP leader in the state yesterday said he decided against a caucus, straw poll, or vote because national GOP rules would have required him to apportion delegates according to the results.
Its on his facebook page.

It was a GOP decision, and it was corrupt.
