No, that is a fairy tale and a fraud. Ted Cruz was either born with no U.S. citizenship whatsoever due to his mother having expatriated as a U.S. citizen to take up Canadian citizenship, or Ted Cruz acquired U.S. citizenship by naturalization. There is not possible way by which Ted Cruz could ever be lawfully regarded as a natural born citizen of the United States.
