No, the people who make up the government are quite sane. They just do not share your position that they should put the benefit of the US Nation ahead of themselves.
A lot of them are also stunningly ignorant, so some of it can be blamed on that, but I assure you a lot of them know exactly what they are doing so far as their own personal lives are concerned.
