Standard operating procedure at SCOTUS is that you submit such a request to the Justice who represents the geographic region wher the appellate decision was issued.
If that Justice denies the petition can be submitted it to another Justice to see if he or she will grant the request. That second Justice will either grant the request or submit the request to the full court to see if any other Justice is interested.
This request will now go to Justice Thomas.

encouraging ... but I think the SC looks on this matter as dirty laundry and doesn't want its name on it

If it saves the nation ... who cares ?
