If the law were applied as it should be, a lot of State Department personnel ... and not just the lower ranks, are also in jeopardy for mishandling classified information & could face fines/jail time. Hilly has sucked them down into her gaping black hole of illegality and they are desperate to keep her out, thus ‘saving’ themselves. Both judges are pretty pissed off at this point with the government shenanigans to date so hopefully, they’ll not be compliant with State’s wishes.

Good comment! You have a good view of what goes on inside government agencies. They circle the wagons to protect their own people, who they fear may rat out on the higher ups if they come under scrutiny. They are afraid things might unravel, hence the endless stream of legal shenanigans.
