PCP....in politics....PCP is....PRECINCT Committee Person...or PCO...Precinct Committee Officer....yeah...they are the base of each party, where local county Party officials get elected...and, then State Party officials including those pesky delegates....oh, and they fill empty State elected positions occasionally, too.
