I think its a mixed bag. On the surface, yes he was. However, there is no doubt that Bush gave us Obama, which is a worse disaster than Gore ever would have been.
As to this year, if the GOPe, through its actions, tells the voters to screw themselves, then I will be writing in Trump for Prez and also down-ballot. After all, Hillary had it right when she said “what difference does it make?” this time referring to a ‘Rat or the GOPe in power.
Just look how hard the GOPe has savaged Trump and compare that to the total cave-in to all of Obama’s desires. If that doesn’t say it all, I don’t know what does.

No. GWB didn’t give us Obama. AMERICAN VOTERS gave us Obama, twice. And GWB could not have stopped it.
American culture is changing, and it will take more than just electing someone - ANYONE - president to revive the America I grew up in. But Hillary wants, with all her being, to drive a stake thru the heart of America. She is bitterly opposed to EVERYTHING good in America. Letting her take office is unforgivable.
