This article talks about Cruz working with Ryan to pass TPA/TPP. In the WSJ article that Cruz and Ryan wrote together pushing TPA and more power to Obama. How conservative is that?

At first TPA wasn't bad, but then the insiders got a hold of it, would do any of the things Cruz wanted to add to stop things like the banking and not adding additional countries (like China) and Trade protections. After the GOPe got through with it, it was a mess. Cruz decided it was bad and voted against it. Cruz wrote about his experience and what made him change his mind. Did Cruz get played, probable. Did the Senate keep in any of his revisions to make TPA acceptable? No. Did Cruz vote for the bad TPA? No, and was quite vocal about why.

You obviously didn't read the article. TPA was bad when Cruz was pushing for it, it was bad when Cruz voted for cloture, and it was bad when Cruz voted against the amendment to keep China out.

S.Amdt. 1251 (Brown) to H.R. 1314: To require the approval of Congress before additional countries may join the Trans-Pacific Partnership …

The only reason Cruz didn't have to vote yea on the final was because they no longer needed him. Rubio did the deed.
