Trump and Cruz should control the vast majority of delegates that will set the rules for who can be nominated on the floor. If they just keep Rule 40(b) in place, only Trump and Cruz can be nominated.

The GOP's convention rules are based on a modified version of the same rules used to run the House of Representatives. (In fact, traditionally the speaker of the House runs the convention, as will be the case this year.)
