Some where I read that his isn’t a continuous filming but one that has breaks. In other
words the camera doing the filming has a time lapse between each frame. That is why it is
a stop/start jumpy version. I have no idea if this is true or not or even if such equipment exist.

Yes, that is true. The security camera frame rates vary, but about half of them run around the 6 to 10 fps (frames per second) frame rate. Some are less than 5 fps, and others run 11 to 19 fps and greater than 20 fps.
