I can see it being spun two ways.

1) He wants to ban abortion and punish women if they get one
2) If someone was to ban abortions you’d need to punish women to make it work, but he’s not advocating a ban

I don’t think this is an “oh boy” moment. If someone breaks the law there should be a punishment otherwise we have anarchy.
