Republican presidential candidate Donald Trump said Wednesday there would have to be some form of punishment for women who have abortions if the procedure were outlawed in the U.S.
The comment, which is sure to rile abortion-rights supporters, came during a week where Trump is fighting to defend himself on womens issues on multiple fronts ahead of a key primary in Wisconsin.

Thanks very much for Bloomberg link. I read the entire article and the quoted Trump/Matthews exchange.
The premise of the question is dependent upon ABORTION BEING OUTLAWED (ILLEGAL) in ALL 50 STATES.
The question doesn't include the premise upon which abortion was outlawed or the penalty for subsequently performing abortions.
That aside, in case law, it's my understanding that whenever two people enter into an illegal contract of any kind, both parties are guilty.
Donald Trump's answer was entirely pro-life and righteous.
Abortion seeking women can go to Puerto Rico or elsewhere.
