USS Cole Captain wanted to avoid "potential tragedies" immediately AFTER they had come under attack --no live ammo passed out to gunners.

The Cole crew was still better off than that of the USS Liberty, rocketed, bombed and torpedoed and strafed by Israeli warplanes, after which the crew in the lifeboats were machinegunned by the Israelis.
